Who to contact for student graduation parties to sell the things they give away as freebies?

I have a product that I would like to sell and the student graduation parties seem like an ideal market for it. Who can I contact for this? I'd like to know who is responsible for the purchases of the freebies given away at graduation. Is it the student council or the administrators of the school? Thanks.

    How graduation is handled is up to individual districts. There are also instances where a retail outlet will give a school some freebies to hand out. You would have much better luck in the yellow pages getting proper answers to your question. Call the schools, also keep in mind that almost all graduations are complete for this year.
